Mozambique Hosts the 25th ASGP-CPLP Meeting Starting Wednesday

Mozambique is hosting, from this Wednesday (17) until Thursday, the 25th Meeting of the Association of Secretaries-General of the Parliaments of Portuguese-Speaking Countries (ASGP-CPLP). The event will take place in Maputo and will bring together the top officials of the secretariats-general of the CPLP parliaments.

Created in 1998, the ASGP-CPLP aims to strengthen technical-parliamentary cooperation among member states. Over the years, this meeting has served as a platform for exchanging experiences on administrative management, legislative support, and institutional modernization.

Under the theme “For a Modern and Dynamic Parliamentary Administration”, the 2025 edition seeks to reinforce the commitment to closer ties among Lusophone parliaments. The goal is to establish mechanisms that ensure greater integration and efficiency in parliamentary administrations.

According to the Secretary-General of Mozambique’s National Assembly (AR), António Mahumane, this year’s meeting pays special attention to the impact of new technologies on parliamentary activity. Among the topics under discussion is “Artificial Intelligence in the Context of Parliamentary Activity: Challenges and Opportunities for Support Services.”

“This is an opportunity to reflect on the future of parliamentary administrations and to prepare services to respond effectively to new technological demands,” said Mahumane, stressing the importance of aligning CPLP parliaments with global trends. The sessions will also include an assessment of the implementation of cooperation memorandums already signed between Lusophone parliaments. The review will make it possible to analyze progress achieved and identify areas requiring further action.

One of the highlights of the meeting will be the handover of the ASGP-CPLP presidency. On Thursday, Mozambique will pass the leadership to Portugal, in accordance with the association’s principle of annual rotation.

The meeting takes place in a special context, as Mozambique assumed in 2025 the biennial presidency (2025–27) of the CPLP Parliamentary Assembly. According to the Secretary-General of the AR, this represents “a historic milestone” for the country and for the Assembly, which expects the meeting to contribute to strengthening cooperation, promoting training and staff mobility, and modernizing parliamentary administrations.
