Chinese authorities have announced that the country’s artificial intelligence sector is on course to surpass €153.9 billion in 2025, representing a 40% increase on the previous year, according to a report published on Tuesday, 4 August, by the Lusa news agency.
“By the end of June, the number of AI companies exceeded 6,600, accounting for 15% of the global total,” said the China Academy of Information and Communications Technology (CAICT) in a statement published on social media on Monday.
According to the CAICT, China’s AI industry has developed a “comprehensive industrial ecosystem” integrating foundational infrastructure, AI models, and applications.
The academy noted that the AI value chain is structured across three layers: infrastructure, models, and applications.
“In 2025, the scale of China’s AI infrastructure layer grew 59% year on year, accounting for 38% of the total; the AI model layer grew 189%, representing 7%; and the AI applications layer grew 22%, representing 55%,” the CAICT added.
The CAICT also observed that China’s AI industry is “highly concentrated” geographically. Beijing, Guangdong, Shanghai, Zhejiang, and Shandong lead the sector’s development and together account for more than 80% of the country’s AI industry.
The academy described China’s AI sector as being “in full expansion”, with technological innovations recording a series of advances, “marking a period of unprecedented vitality”.
Chinese technology giant Alibaba this week unveiled Qwen3.8-Max, its most advanced AI model to date, marking a further step in the intensifying competition between leading Chinese and American developers of reasoning, coding, and autonomous agent systems.
Qwen has become one of the central pillars of Alibaba’s push into AI and cloud computing, areas in which the group has announced investments of more than €45 billion over three years.
The launch comes amid strong momentum in China’s AI sector, following the release of models such as Kimi K3 from Moonshot and GLM-5.2 from Zhipu, against a backdrop of escalating technological competition between China and the United States over technologies deemed strategically critical.
