Portugal's deputy secretary of state for labour, Adriano Moreira, is conducting a three-day visit to Angola from Wednesday to Friday aimed at strengthening bilateral cooperation between the two countries, Portugal's ambassador to Angola, Nuno Mathias, announced on Wednesday, 22 January.
The ambassador was speaking at the opening ceremony of the Launch Seminar for the new ACTION/Portugal Project, an initiative designed to reinforce cooperation on social protection across Portuguese-speaking African countries (PALOP) and Timor-Leste.
Mathias stated that Portugal intends to continue deepening bilateral cooperation with Angola in the areas of social protection, employment, vocational training, and working conditions.
According to the ambassador, the Cooperation Protocol between the Portuguese Ministry of Labour, Solidarity and Social Security and Angola's Ministry of Public Administration, Labour and Social Security, covering the period 2024–2027, encompasses employment and vocational training, labour relations, social security, and technical support for worker mobility.
Mathias also highlighted the recent appointment of a Labour and Employment attaché to the Portuguese Embassy and General Consulate in Luanda. Portugal is additionally a financial contributor to the project, which has a ten-year implementation horizon, and provides technical assistance through national institutions.
The ambassador said the launch of the new ACTION/Portugal project confirms that cooperation between Portugal, Angola, the broader PALOP grouping, and the International Labour Organization (ILO) continues to yield concrete results and address shared challenges.
At the same ceremony, Angola's secretary of state for labour and social security, Pedro Filipe, said the seminar served to gather contributions and define priorities and strategic directions for the next phase of the project.
Pedro Filipe noted that since 2015, ACTION/Portugal has constituted a partnership between the ILO, the International Training Centre of the ILO, and the Portuguese government, contributing to the strengthening of social protection systems across the PALOP countries and Timor-Leste.
In Angola specifically, he added, the cooperation has supported dialogue on extending social protection to workers in the informal economy and has improved sector statistics through the creation of inter-institutional mechanisms and the publication of Social Protection Statistics Bulletins, enhancing the availability of evidence-based data for policy decisions.
