Angolan President João Lourenço has authorised a €1 billion financing agreement between the Angolan state and French bank Société Générale to fund projects under the country’s Public Investment Programme (PIP).
The measure is intended to secure the financial resources required for the execution of various public infrastructure projects inscribed in the Angolan state’s Public Investment Programme. Under the presidential decree, João Lourenço grants full powers to and delegates authority to the Minister of Finance to sign the agreement on the state’s behalf.
The head of state also authorised the acquisition of eight plots of land for the construction of a new building for the Ministry of Foreign Affairs. The decree orders the purchase of the properties, located in the Chicala II neighbourhood of the Ingombota municipality, with an exemption from market consultation and subject to prior official valuation. The plots total an area of 9,361 square metres.
The document justifies the acquisition on the grounds of the need to provide better accommodation conditions for staff at the Ministry of Foreign Affairs, thereby contributing to an improvement in the quality of services rendered.
In a separate decree, the Angolan president authorised expenditure of €191.4 million for the award of a construction contract for a water supply system serving the municipalities of Cabo Ledo and the commune of Sangano, in Icolo e Bengo province.
In the water sector, further expenditure of €27.8 million was authorised for the construction of a water supply system for the municipal seat of Puri, in Uíje province. An additional €31.6 million was approved for the design and construction of a water supply system for the locality of Milunga (Santa Cruz), also in Uíje, along with a further €36.9 million for the design and construction of a water supply system for the municipal seat of Buco Zau, in Cabinda province.
Under the same decree, expenditure of €34.8 million was also authorised for the rehabilitation and expansion of the water supply system in the city of Tômbwa, in Namibe province.
In the public works sector, approval was granted for the design and construction of integrated infrastructure in the Soyo municipality of Zaire province, corresponding to the second phase of the project, which covers an extension of 45 kilometres and eight neighbourhoods. The investment amounts to €84.2 million, inclusive of applicable VAT, with a further €4.1 million allocated to construction supervision services.
The Angolan president also authorised expenditure of €21.9 million for the construction of the Zaire National Football Stadium in Zaire province. The project forms part of the national programme for the construction of youth and sports infrastructure across the country, with the aim of meeting demand for sporting activities, promoting the development of sport, and encouraging healthy leisure engagement among young people.
