Angola’s monthly wage bill for civil service personnel has reached €229.2 million, the government announced on Thursday, 3 September, noting a 2.47% increase in the public sector workforce compared to 2024.
The figures were presented by the Secretary of State for Public Administration, Domingos Filipe, during a review of the Ministry of Public Administration, Labour and Social Security’s activities for the first half of the year, according to a report by the Lusa news agency.
Domingos Filipe indicated that the projected annual cost of salaries for civil service personnel stands at €3.1 billion.
The Angolan official noted that the total number of public servants and administrative agents in Angola now stands at 437,157 — an increase of 10,525 workers compared to 2024. The education and teaching sectors account for the largest share, representing 52.46% of the total, followed by health at 20.48%.
Regarding the ongoing process of updating the job categories of civil servants under the special employment regime — stemming from a memorandum of understanding between the government and trade unions — Domingos Filipe stated that the process covers 59,375 public servants.
Angola’s special employment regime applies to workers in the health, education, and justice sectors, who operate under distinct statutes and career structures, as well as specific rules governing recruitment, performance, rights, duties, and remuneration, which differ from those applicable under the general regime.
According to Domingos Filipe, the first phase of the reclassification will cover employees with more than 30 years of service or those aged 54 and above. The second phase will encompass employees with between 20 and 29 years of service, while the third phase will cover those with between ten and 19 years of service.
In financial terms, this integration and promotion process is estimated to cost €54.9 million, with completion scheduled for the first half of 2027.
“In this process, 11,680 applications have already been received and 694 have been approved,” Domingos Filipe said, adding that the process comprises two components: the reclassification of employees who have raised their academic qualifications, and promotion — meaning progression within the same career track.
The Secretary of State also noted that a similar process had already been carried out under the general regime up until last year, during which 38,000 job categories were updated.
“This process has a significant impact on the lives of civil servants, because any process aimed at promotion also has a corresponding effect on salaries. It is a process of justice — it was noted that these workers went for a long time without being properly recognised in their professions, and the agreement with the trade unions enshrined this possibility,” he said.
