Angola plans to invest approximately $13 billion in the creation and development of five gas-linked industrial poles under a new Gas Master Plan presented by the National Agency for Petroleum, Gas and Biofuels (ANPG) on Thursday, 10 July, during the second and final day of Angola Oil & Gas (AOG) 2026, the annual conference bringing together representatives and companies from the energy sector.
According to a report by Lusa, the five industrial poles will be established in the provinces of Cabinda, Zaire, Cuanza Sul, Benguela and Namibe. Of the total projected investment, approximately $7 billion is earmarked for the midstream segment, covering gas transportation, storage and initial processing, while the remaining $6 billion will be directed towards downstream activities, including processing and commercialisation.
ANPG Executive Administrator Artur Custódio stated that Angola holds more than 15 trillion cubic feet of monetisable gas, in addition to reserves already allocated to the Angola LNG project.
The strategy aims to use gas as one of the pillars of national industrialisation, with planned investments spanning fertiliser production, petrochemicals and power generation.
The case for domestic monetisation of the resource was also advanced by Sonangol Gas Chief Executive Manuel Barros, who argued that gas should be commercialised within Angola to stimulate industrial activity. Among the highlighted projects is the Amufert complex in Soyo, which is expected to produce 1.4 million tonnes of granulated urea and 800,000 tonnes of ammonia annually.
Refining capacity and fuel supply security were also central themes on the final day of AOG 2026. Angola has set a target of reaching a national refining capacity of 425,000 barrels of oil per day, at a time when the country spent approximately $1.96 billion on imports of refined petroleum products in the first half of 2026 alone.
The Lobito Refinery, with a projected capacity of 200,000 barrels per day, remains one of the country’s flagship projects for expanding refining capacity and reducing dependence on imported petroleum products.
On the exploration front, ANPG also announced its intention to drill at least ten wells per year, alongside an intensification of exploration activities and seismic surveys. The objective is to deepen knowledge of national reserves and maximise the exploitation of Angola’s oil and gas potential.
