The Angolan government has approved new rules making it mandatory to consult with local communities before authorizing mining projects in the country.
The measure aims to ensure greater participation by local populations and authorities in the process of granting mining rights, as well as to strengthen the protection of community interests in the areas where projects are carried out.
According to the regulation, the National Agency for Mineral Resources (ANRM) may request, within 10 business days, an opinion from the provincial government of the area where the mining activity is to be carried out.
This opinion must assess the project’s impacts, including potential damage to the material, cultural, or historical assets of local communities, and is considered binding in these respects.
The new regulation also stipulates that holders of mining rights must consult with affected communities, with the support of traditional authorities and local administrations, prior to project implementation.
Furthermore, social responsibility projects associated with mining activities must be defined based on criteria previously established in mining investment contracts, ensuring greater organization in their execution.
According to the government, the measure aims to ensure greater transparency, community participation, and a balance between the exploitation of natural resources and the development of local communities.
