The Angolan government has announced it is investing more than $2.5 billion to supply water to the majority of Luanda's population from early 2027, according to state news agency Lusa.
From January 2027, and on a gradual basis, the investment will secure water access for approximately 7.5 million of the capital's 8.6 million inhabitants, according to Minister of Energy and Water João Baptista Borges.
Speaking in an interview with Angola's public broadcaster TPA, the minister confirmed that the government is channelling "more than $2.5 billion" into two flagship projects: BITA and Quilonga Grande.
The BITA project — a public investment aimed at improving potable water supply — is located in the southern part of Luanda, on the banks of the Kwanza River. It will have a daily treatment capacity of 250,000 cubic metres and is designed to benefit approximately 2.5 million residents. Completion is scheduled for the first quarter of 2027, with testing set to begin in January of next year and operations ramping up progressively.
The second scheme, Quilonga Grande, situated in the Bom Jesus area in northeastern Luanda, will have a water abstraction and treatment capacity of 500,000 cubic metres per day and is expected to serve around five million residents.
"It is also at an advanced stage of completion," the minister said, adding that "Quilonga could be finished by the end of this year."
"These improvements will clearly be gradual. They will first be felt in areas where water supply today is highly irregular due to the existing deficit, and subsequently with the completion of household connections," he explained.
The two projects together include 250,000 household connections under Quilonga Grande and 170,000 under BITA. In areas where piped connections are not feasible — particularly in locations lacking adequate road infrastructure and other basic services — the minister pledged that water points would be positioned "as close as possible to homes."
