Angola: Government Wants Country Out of the Financial Action Task Force Grey List by 2027

The Angolan government intends to remove the country from the Financial Action Task Force (FATF) “grey list” of enhanced monitoring by 2027, through the implementation of legal instruments that strengthen the country’s compliance with international recommendations.

The information was disclosed on Thursday (11), in Luanda, by the Secretary of State for Justice, Osvaldo Amaro, after the Ordinary Meeting of the Supervisory Committee of the Financial Intelligence Unit (FIU).

During the meeting, the revision of two legal instruments was discussed, including specific amendments to the Law on Money Laundering, Terrorist Financing and the Proliferation of Weapons of Mass Destruction, in order to address shortcomings identified by the FATF within the scope of the enhanced monitoring process.

According to Osvaldo Amaro, quoted by the Angolan government’s official portal, the Ministry of Justice prioritises ensuring that the national legal framework allows the autonomous classification and punishment of money laundering offences, without depending on the proof of the underlying crime.

In October, the plenary of the Financial Action Task Force announced, in Paris (France), Mozambique’s removal from the international “grey list” of money laundering, three years after its inclusion. South Africa, Burkina Faso and Nigeria were also on the same list.
