Angola: Government Establishes National Cybersecurity Centre to Strengthen the Fight Against Digital Crime

The President of the Republic, João Lourenço, through Decree No. 263/25 of 10 December, authorised the creation of the National Cybersecurity Centre. This is a public legal entity responsible for overseeing cybersecurity and resilience mechanisms within the national cyberspace, ensuring the prevention, detection, response and recovery of cyber incidents.

The institution’s mission is to contribute to the improvement of the technological system by developing actions that include the protection of information infrastructures and technical services, the promotion of a culture of cybersecurity, and compliance with international standards and best practices. To this end, it must submit to the Supervisory Body the necessary recommendations regarding technological and information policies.

The creation of the National Cybersecurity Centre is justified by the fact that, in the context of digitalisation, the daily lives of citizens and the functioning of the economy increasingly depend on digital technologies, which, despite their advances, expose organisations and nations to new and complex cyber threats.

As such, cybersecurity has become an essential priority for governments, companies and internet users, representing a fundamental pillar for the secure and sustainable progress of modern societies.

Likewise, cyber conflicts pose a serious threat to the sovereignty of states, given the potential for cyberspace to be exploited to cross borders, cause significant damage and even paralyse critical infrastructure and essential services. Hence the need to reinforce digital sovereignty through the implementation of effective policies and strategies to mitigate cyber threats and protect national cyberspace.

It should be noted that this institution complies with Article 18 of Presidential Legislative Decree No. 2/20 of 19 February, which sets out the Rules for the Creation, Organisation, Operation, Evaluation and Dissolution of Public Institutes. Accordingly, the President of the Republic decrees its creation and the approval of its Organic Statute, under paragraph (d) of Article 120 and paragraph 1 of Article 125 of the Constitution of the Republic.
