Angola: Government Authorizes $150 Million Disbursement for Digital Infrastructure

Angolan President João Lourençao has authorized a total expenditure of $150 million to acquire the services and goods necessary to implement the public digital infrastructure project, through direct negotiation.

According to the presidential order cited by Lusa, the funding is intended to support the modernization of public administration through the digitization and progressive integration of ministerial systems and autonomous bodies.

The objective is to ensure “secure interoperability, standardization of administrative processes, and elimination of institutional silos,” with the opening of a simplified contracting procedure authorized for reasons of external financing.

In another decree, the President of the Republic approved the amendment to the financing agreement between the Republic of Angola and Banco Bilbao Vizcaya Argentaria (BBVA) for the Design and Construction of Integrated Infrastructure in Luanda Province, to accommodate an increase of almost €16 million to cover the risk mitigation fee associated with external financing.

With the amendment now approved, the total amount of financing for this project under the Luanda Integrated Intervention Plan (PIIL) rises to US$148 million.

PIIL is an Angolan government program focused on urban redevelopment and improving basic infrastructure in the capital, including interventions in the areas of sanitation, drainage, access roads, and social facilities.
