Angola Eyes Over $70bn in Oil and Gas Investment Over Five Years

Angola is projecting more than $70 billion in investment across its oil and gas sector over the next five years, targeting exploration, production, natural gas and energy infrastructure, according to statements made on Wednesday, 9 July.

Paulino Jerónimo, chairman of the National Agency for Petroleum, Gas and Biofuels (ANPG), said oil and gas "remain strategic assets for the Angolan economy," addressing delegates at the seventh edition of the Angola Oil & Gas Conference, which opened on Wednesday in Luanda.

Jerónimo indicated that planned investment for the next five years exceeds $70 billion and spans exploration and production activities, natural gas and energy infrastructure.

The ANPG intends to continue refining its contractual models with the aim of ensuring greater stability, fiscal predictability and institutional efficiency. "We will continue to improve our contractual models, especially when the geological, economic or operational characteristics of projects require it. Incentives must be designed to generate results: more exploration, more drilling, more discoveries — and more production," he said.

Jerónimo stressed that the ANPG's mission is "not merely to award blocks," but to convert those assets into investment, investment into discoveries, and discoveries into production.

The chairman also noted that Angola has taken significant steps in revitalising its petroleum sector and disclosed that a Hydrocarbons Strategy to 2050 is currently under approval. The Concession Award Plan is likewise expected to be implemented with greater "speed, transparency and efficiency."

Jerónimo highlighted new discoveries in offshore blocks and the growth of the natural gas value chain through Angola LNG. Addressing the work carried out by the agency since its establishment seven years ago, he said Angola's offshore represents a new frontier of opportunities.

Luís Fernandes, chairman of the Petroleum Derivatives Regulatory Institute (IRDP), addressed the future of the midstream segment, which covers the transport and storage of petroleum products. He argued that the development of this segment must be grounded in a "clear vision," specifically to "guarantee safe, regular and sustainable access to quality products at fair prices and under transparent market conditions."

Fernandes contended that energy security must constitute the "first fundamental pillar" in achieving these objectives. Angola needs, he underscored, to consolidate a system capable of withstanding external shocks, logistical disruptions and fluctuations in international markets.

Beyond energy security, he identified value creation, competitiveness, investment attraction, consumer protection and product quality as additional essential pillars.
