Angola’s central bank, the Banco Nacional de Angola (BNA), and the Ministry of Interior have committed to working in coordination to strengthen the prevention, combating, and suppression of illicit financial activity in the country, including counterfeiting, financial fraud, and cybercrime.
The commitment is set out in a cooperation protocol signed in Luanda on Monday between BNA Governor Manuel Tiago Dias and Interior Minister Manuel Homem.
The protocol also establishes an institutional collaboration framework aimed at promoting financial education, inclusion, and literacy among Ministry of Interior personnel.
According to BNA Governor Manuel Tiago Dias, the agreement reflects the central bank’s commitment to stability, security, and confidence in the national financial system.
Under the partnership, he explained, training, capacity-building, and awareness initiatives will be developed to promote better management of personal and household finances, encourage the safe use of financial products and services, and expand access to financial payment methods, with a particular focus on mobile payments.
‘We consider financial literacy to be an essential instrument of economic citizenship. Better-informed citizens make more conscious financial decisions, better protect their resources, reduce their exposure to fraud, and contribute to a more solid, inclusive, and trustworthy financial system,’ Dias said.
The BNA governor also stressed that the second pillar of the protocol focuses on the prevention, combating, and suppression of illicit financial activity and other practices that ‘compromise the integrity of the financial system and the economic security of our country.’
‘This cooperation will strengthen the state’s capacity to respond to phenomena such as counterfeiting of the national currency, fraudulent and pyramid schemes, cybercrimes with an impact on the financial system, illegal foreign exchange operations, money laundering, terrorist financing, and other practices that harm citizens and our economy,’ he said.
Interior Minister Manuel Homem, for his part, highlighted the ‘strategic importance’ of the protocol, noting that it reinforces cooperation ties between the two institutions and strengthens citizens’ confidence in public institutions.
The minister expressed his conviction that the legal instrument brings together tools and guidelines to promote financial literacy and inclusion not only among his ministry’s personnel but across the entire Angolan population.
‘In the area of prevention and combating unauthorised financial activity, we are equally convinced that training initiatives, the exchange of experiences, and the sharing of best practices will contribute significantly to improving investigative methods,’ he said.
For the Angolan minister, preventing and combating financial crimes ‘is not solely the responsibility of the BNA, but rather a collective responsibility and a strategic priority for any state that seeks to ensure the stability of its financial system.’
