Angolan President João Lourenço has authorised the concession of the hotel unit at the new Dr. António Agostinho Neto International Airport (AIAAN) to Mangrove Group, in an exclusive partnership with the Hilton hotel chain, according to a presidential decree published in the official gazette Diário da República and cited by Lusa.
The presidential decree, signed by João Lourenço, authorises the opening of a simplified procurement procedure for the conclusion of a concession contract covering the development, completion, rehabilitation, and operation of the airport hotel unit under a public-private partnership (PPP) framework.
According to the document, the granting entity is Icolo e Bengo, URBE, S.A. (ICB-URBE), under the joint oversight of the ministries of Finance and Transport. Following a market interest assessment, ICB-URBE determined that Mangrove Group — contractually bound exclusively to Hilton as international hotel management operator — is technically qualified to execute the contract and possesses adequate financial capacity relative to the scale of the project.
The decree delegates to Transport Minister Ricardo de Abreu the authority to approve the procurement documents and to conclude and sign the contract.
The concession forms part of Angola’s broader strategy to strengthen airport hotel capacity and enhance the infrastructure value of Luanda’s new international airport, which is expected to open to international flights within the coming months.
Hilton’s entry into the AIAAN hotel follows the chain’s announcement in June 2025 of its debut in the Angolan market, comprising the construction of three hotels — two in Luanda, including the Hilton Garden Inn Luanda Airport, and one in Cabinda.
