The Angolan National Assembly will vote on Monday (15) on the draft State Budget (OGE) for 2026 and on three legislative authorisation requests submitted by President João Lourenço.
The first secretary of the National Assembly’s board, Manuel Lopes Dembo, said this Tuesday (9), after the conference of parliamentary group leaders, that the agenda for the two plenary sessions scheduled for 15 December had been approved. In the first session, MPs will approve, in a final and overall vote, the draft 2026 State Budget law, which estimates revenues and expenditures at 33.2 trillion kwanzas (31 billion euros), a figure below the current budget and representing a 4.1% decrease, based on an average oil price of 61 dollars per barrel.
Three legislative authorisation requests submitted by the Angolan President, João Lourenço — to legislate on the Legal Regime of Industrial Development Hubs, on the Legal Regime of Rural Industrial Parks, and on the amendment of Annexes A and B of the concession area of Block 14 — are expected to be considered in the second plenary session.
The plenary will also discuss and vote, in general terms, on two environmental-sector draft laws: the draft law creating the Serra do Pingano Conservation Area (Uíje province) and the draft law creating the Morro do Moco National Conservation Area (Huambo province).
The National Assembly will hold its end-of-year greetings ceremony next week, on the 17th, officially closing the 2025 institutional calendar.
