Angola: 2026 State Budget Proposal Receives Favourable Opinion from National Assembly Specialised Committees

Members of the National Assembly (AN) approved on Thursday (11), within the specialised working committees, the joint Opinion Report on the 2026 State Budget (OGE) Proposal, with 41 votes in favour, 13 against and one abstention.

The bill, approved with more than 50 recommendations and over 100 observations, now proceeds to a final overall vote in the plenary session scheduled for next Monday (15).

Speaking to the press after the committee vote, the rapporteur MP João Mpilamosi Domingos stated that the main recommendations focused on the sectors of agriculture, territorial administration, transport, trade and industry.

Regarding Territorial Administration, it was recommended that, in the next OGE discussion, provincial governors be present to allow greater interaction with MPs.

He also stressed that the 2026 Budget is prudent, as it is aligned with the financial resources available in the country.

“The budget is not elastic, but it is flexible, allowing funds to be reallocated to meet the main needs of the population,” he said.

FNLA MP Nimi a Simbi justified his party’s favourable vote by pointing to positive aspects, including progress in economic diversification, and encouraged the Executive to continue implementing the initiatives.

Meanwhile, UNITA MP Mihaela Webba explained that the parliamentary group voted against because it does not see its concerns reflected in the budget proposal presented by the Executive.

According to her, as long as the allocation to the social sector is considered insufficient, her party’s vote will remain negative.

Commenting on the contributions presented by MPs, the Minister of Finance, Vera Daves, assured that the Executive will incorporate the suggestions made during the assessment of the bill, committing to strengthen the justification of policies and provide more information in future reports, especially regarding remuneration policy.

According to the minister, several observations made by MPs will already be considered in future budget cycles, including the need to more clearly justify certain policy choices and explain why some objectives cannot be fully achieved.

With projected revenues and expenditures of 33.2 trillion kwanzas, the 2026 OGE proposal proceeds to its final vote on 15 December.
