ECOWAS Backs $25bn Nigeria-Morocco Atlantic Gas Pipeline

Member states of the Economic Community of West African States (ECOWAS) signed an intergovernmental agreement on Monday in Freetown, Sierra Leone, backing the Nigeria-Morocco Atlantic Gas Pipeline project, according to a joint statement issued by the two anchor countries.

The pipeline is designed to transport up to 30 billion cubic metres (bcm) of natural gas per year from Nigeria and other West African nations, crossing 13 countries in the region before reaching Morocco, according to the joint communiqué issued by Morocco’s National Office of Hydrocarbons and Mines (ONHYM) and Nigerian state oil company NNPC.

Of that total capacity, 15 bcm per year will be directed to Moroccan and European markets via the existing pipeline linking Morocco to Spain.

The project envisages a 6,900-kilometre route combining onshore and offshore segments, with a total estimated cost of US$25 billion.

Feasibility studies and the Front-End Engineering Design (FEED) phase have already been completed.

In April, ONHYM told Reuters that the pipeline was conceived to drive economic integration across West Africa by expanding electricity generation and facilitating industrial and mining development, while reinforcing Morocco’s role as an energy bridge between Africa and Europe.

The next step will be the signing of an agreement between Morocco and Mauritania — a gas-rich country — on a date yet to be announced, in the presence of Nigerian President Bola Tinubu, the joint statement added.
