DE-CIX and CVTelecom Eye South Atlantic Digital Corridor Linking Africa, Latin America and Europe

DE-CIX, the global operator of Internet Exchange Points (IXPs), and Cabo Verde Telecom (CVTelecom) have signed a letter of intent to explore the creation of a new South Atlantic interconnection corridor that would link Lisbon, Portugal, to São Paulo, Brazil, the companies announced on Tuesday (29).

The project aims to establish a communications route enabling networks across Southern Europe, West Africa, and Latin America to exchange data more directly and efficiently, strengthening digital connectivity between the three regions.

According to the two operators, the corridor would diversify data traffic routes across the South Atlantic, reducing dependence on the main interconnection hubs in Northern Europe and North America. The initiative is also expected to contribute to greater resilience and improved performance of intercontinental links.

Under the partnership, DE-CIX and CVTelecom intend to interconnect their respective infrastructures and establish a reciprocal services agreement. The Cape Verdean operator plans to provide data transport capacity between Lisbon and São Paulo, while DE-CIX is expected to facilitate access to its ecosystems and interconnection services in strategic markets across Europe and the Americas.

The agreement would give CVTelecom access to DE-CIX services in Frankfurt, Madrid, Marseille, New York, and São Paulo. In return, the German operator would gain access to dedicated data transport capacity across the Atlantic between Lisbon and São Paulo.

Quoted in a joint statement, Theresa Bobis, head of emerging markets for DE-CIX wholesale services, said that the growth of the digital economy is increasingly dependent on resilient, diversified, and geographically distributed connectivity infrastructure.

She added that the partnership seeks to bring the digital ecosystems of Europe, Africa, and Latin America closer together through more direct data routes, capable of improving network performance, strengthening infrastructure resilience, and creating new opportunities for businesses and telecommunications operators.

Isa Neves, Chief Marketing Officer and board member of CVTelecom, said the partnership represents an important step in reinforcing Cabo Verde’s position as a strategic digital connectivity platform between Africa, Europe, and the Americas. She also highlighted the initiative’s potential to improve access to digital services and create new opportunities for customers and businesses across the West Africa region.

The letter of intent establishes the preliminary framework for cooperation between the two operators, who intend to combine CVTelecom’s international connectivity capacity with DE-CIX’s global interconnection network. The realisation of the corridor will, however, depend on the subsequent stages of the partnership.
