1. Electricidade de Moçambique, EP (the Contracting Authority), has requested funding from various donors to cover expenses related to the CLIMATE DISASTER RISK MANAGEMENT AT EDM project, and intends to use part of the funds to pay invoices arising from contracts for the supply of Automatic Reclosers, Surge Arresters, Drop-outs, and Low-Voltage Switchgear, from the suppliers to be awarded under the Preliminary Agreement for deliveries to Chongonene (Gaza Province); Inchope (Manica Province); and the City of Nampula (Nampula Province), in accordance with the instructions set forth in the specifications.
2. In this first stage of the bidding process, the contracting entity intends to select suppliers with the aim of entering into Framework Agreements and invites eligible suppliers to submit sealed bids for the supply of Automatic Reclosers, Surge Arresters, Drop-outs, and Low-Voltage Switchgear for the locations mentioned above, for a period of three (3) years, with the option to extend for an additional period of up to two (2) years, provided the initial performance has been satisfactory.
The required quantities are indicated in the table below and in the Bill of Quantities in the tender documents.

3. Framework Agreements will be entered into with multiple suppliers.
4. In the second stage of the tender, the selection and award of supply contracts will be conducted among the bidders shortlisted in the first stage of the tender, based on the criteria pre-established in the tender documents. However, the conclusion of a Preliminary Agreement does not impose any obligation on the Contracting Authority to purchase the materials from the pre-selected suppliers. The conclusion of the Preliminary Agreement does not guarantee that the Suppliers will be awarded the final contract.
5. The contract will be awarded through an International Competitive Bidding process, as specified in the World Bank’s Procurement Guidelines, February 2025 edition, and the bidding is open to all eligible bidders, as specified in the World Bank’s guidelines.
6. The Preliminary Agreements will be entered into for a term as specified in the Bidding Data Sheet (BDS), 1.2(w), and may be extended at the request of the Contracting Authority.
7. The First Selection Stage will culminate in the signing of the Advance Agreements.
8. Responses to clarifications requested by bidders and any amendments to the tender documents will not be sent directly to bidders via email. All responses to clarifications and any amendments will be uploaded to the file at the link above, and bidders are responsible for monitoring the link throughout the procurement process in order to access all notifications related to this tender.
10. Bids must be submitted to the address below by 10:00 a.m., local time, on May 12, 2026. Electronic bids will not be accepted. Bids submitted after the deadline will be automatically rejected. Bids will be opened publicly in the presence of representatives designated by the bidders and any entity wishing to attend.
11. For this First Stage, the submission of a provisional guarantee is waived.
12. Attention is drawn to the Procurement Rules, which require the Contracting Authority to disclose information regarding the winners as part of the Contract Award Notice, using the Winners Disclosure Form included in the tender documents.
