Request for Proposals (RFP): Consultancy – Rapid/Needs Assessment on Vitamin A Supplementation (VAS) and Deworming Services – Manica and Sofala Provinces
Purpose of the Consultancy
Helen Keller International (HKI) – Mozambique Country Office is seeking qualified consultants or firms to conduct a Rapid/Needs Assessment in Manica and Sofala Provinces. The assessment will generate a clear understanding of district-level strengths, gaps, and support needs related to Vitamin A Supplementation (VAS) and deworming services. Findings will directly inform a tiered support model (Standard, Standard-Plus, and Intensive) to strengthen health systems and ensure equitable access to life-saving nutrition interventions.
Scope of Work
The consultant/firm will:
• Conduct desk reviews and field data collection (minimum 40% of districts).
• Assess health system capacity, operational gaps, equity barriers, and service readiness.
• Classify districts into support tiers using evidence-based criteria.
• Develop a KPI framework and district classification matrix.
• Deliver a final bilingual (English and Portuguese) report with practical recommendations
Consultant Profile
• Postgraduate degree in Public Health, Nutrition, or related field.
• Minimum 7 years’ experience in health systems research or program evaluations.
• Proven expertise in community-level assessments, DHIS2/MoH systems, and VAS programming.
• Fluency in Portuguese and English is essential.
Expected Duration
• Up to 45 working days, between September and October 2025.
