EXPRESSION OF INTEREST FOR THE PROVISION OF CATERING, HOUSEKEEPING, LAUNDRY AND LANDSCAPING SERVICES
CCS JV, the consortium contracted by Total E&P Mozambique Area 1 (TEPMA1) for the Engineering, Procurement and Construction of the Mozambique LNG Project (“THE PROJECT”), a natural gas liquefaction facility located on the Afungi Peninsula, Cabo Delgado Province, with the potential to become a future benchmark in the global LNG industry, invites interested entities to submit their Expression of Interest (EOI) for the provision of Catering, Housekeeping, Laundry and Landscaping Services to be performed under the Mozambique LNG Project – CCS JV, located in Afungi, Cabo Delgado.
Scope of Work
The scope of work related to the provision of CATERING, HOUSEKEEPING, LAUNDRY AND LANDSCAPING SERVICES includes:
- Provision of catering services for residents of one of the camps, serving three meals per day, seven days a week, in accordance with the camp meal schedules agreed upon by the parties.
- Supply, at the contractor’s own cost and expense, of all small utensils such as plates, cutlery, serving trays, pots, pans, light kitchen equipment utensils, drinking glasses and dining hall items required to provide catering services for approximately 1,000 people throughout the contract period.
- The company shall be responsible, at its own cost and expense, for the procurement, installation, commissioning and maintenance of all equipment and machinery required for kitchens and dining facilities, including but not limited to: extractor hoods, industrial cooking pots, freezers, refrigerators, ventilation systems and fans, extraction canopies, dishwashers, electric stoves, deep fryers, griddles, modular cold rooms, pasta cookers, chillers, self-service bain-marie units, self-service dispensers, tilting pans, and any other equipment necessary to manage and operate fully functional kitchens.
- The company shall provide, at its own cost and expense, the procurement, installation, commissioning and maintenance of all machinery, equipment and tools required for laundry services.
- The subcontractor shall provide laundry services for all camp residents, including its own personnel, at its own cost and expense.
- The subcontractor shall provide housekeeping services for all accommodation units within the camp.
- The subcontractor shall provide cleaning services for all common areas, taverns, recreational areas, dining facilities and all other areas within the camps.
- The subcontractor shall provide landscaping and gardening services throughout the camp to ensure that it remains clean, organized and visually appealing. All equipment required for these activities shall be provided at the subcontractor’s own cost and expense.
Expression of Interest Requirements
The Expression of Interest (EOI) shall include detailed information regarding the capabilities of the Company or Interested Entity, including the following information and technical documentation:
- Company Profile, Qualifications and Certifications;
- Updated Articles of Association (as published in the Official Gazette);
- Updated Commercial Registration Certificate, including confirmation of the percentage of Mozambican ownership of the company;
- Valid operating licence or equivalent document issued by the competent authorities, issued within the last 90 days;
- Tax Registration Certificate (NUIT) and Declaration of Commencement of Activity (Forms M/01C and M/02);
- List of similar projects completed and currently in progress;
- Experience in construction works in remote locations;
- Capacity, including:
- Number of company employees;
- Current workload within the country;
- Safety performance record;
- Contact person details (name, telephone number and e-mail address) – office.
Submission of Expressions of Interest
Interested companies responding to this invitation may submit their Expression of Interest, including all requested documentation, to the e-mail address indicated below no later than:
12:00 PM (noon) on 12 June 2026 (strict deadline).
The subject line of the e-mail submission shall state:
“PROVISION OF CATERING, HOUSEKEEPING, LAUNDRY AND LANDSCAPING SERVICES”
Subject to the submission and compliance of all the documentation listed above, interested entities and companies may receive the Qualification Package.
The purpose of the requested information and documents is to identify qualified companies with the capability to be considered for a potential invitation to tender for the:

This enquiry shall not be construed as an invitation to tender and does not represent or constitute any promise, contract, offer, obligation or commitment of any kind by CCS JV or TEPMA1 to enter into any agreement with entities participating in this enquiry.
All data and information provided in connection with this invitation shall not be considered a commitment by CCS JV or TEPMA1 to enter into any agreement, nor shall they entitle any interested party to claim compensation of any kind.
Any data and information clearly marked as “Confidential” and provided in accordance with this invitation shall be treated as confidential by CCS JV and/or TEPMA1. Such information shall be treated as confidential by the receiving party, and the receiving party shall not have the right to disclose it to any unauthorized person or company.
Any costs incurred by interested companies in the preparation of their Expression of Interest shall be entirely at their own responsibility and expense. Such costs shall be borne exclusively by the interested companies, and no reimbursement shall be due from CCS JV or TEPMA1.
