Helen Keller International invites qualified consultants, firms, and organizations registered in Mozambique to submit proposals for a Needs Assessment to support tiered Vitamin A Supplementation (VAS) and routine deworming in Sofala and Manica provinces.
The consultancy will provide evidence-based insights on district readiness, system capacity, and operational bottlenecks. Findings will guide the classification of districts into Standard, Standard Plus, and Intensive support packages. The assessment will also
inform a monitoring and accountability framework for sustainable service delivery.
Scope of Work
The consultant will:
• Develop methodology, tools, and workplan.
• Conduct desk and field data collection at provincial, district, and facility levels.
• Analyze data and classify districts using weighted indicators.
• Facilitate validation workshops with stakeholders.
• Produce preliminary and final reports in English and Portuguese.
The implementation period is 45 days, with final deliverables due by December 2025.
Eligibility
• Legally registered non-governmental entities, firms, or individuals in Mozambique.
• Proven experience in public health, nutrition, or health systems research.
• Demonstrated technical capacity, qualified team members, and knowledge of the Mozambican context, particularly Sofala and Manica.
• Compliance with Helen Keller Intl and donor requirements.
Proposal Submission
Applicants must submit two separate documents:
1. Technical Proposal (methodology, team composition, experience, and references).
2. Financial Proposal (budget in MZN and USD, with detailed narrative).
Both proposals must include a cover letter, legal and tax registration documents, and a Conflict of Interest Disclosure Form.
Evaluation Criteria
• Technical Merit (40 points) – methodology, understanding of the scope, and work plan.
• Experience and Qualifications (30 points) – relevant expertise and team composition.
• Operational Capacity (20 points) – local presence, equipment, and compliance.
• Cost and Value (10 points) – reasonableness and clarity of the financial proposal.
