1. The Millennium Challenge Account-Mozambique has received funding from the Millennium Challenge Corporation for the implementation of the Project to Promote Reforms and Investment in Agriculture (PRIA) and intends to use part of the proceeds for payments under the contract for Quality Assurance and Control Consulting Services for the Implementation of the Tax Collection Support System Software.
2. MCC funding is approved by the U.S. Congress and allocated to the compact at the outset, with no incremental or partial funding. Thus, when a contract is signed with a Responsible Entity, the funds are already available to the Responsible Entity, and in most contracts, invoices are paid directly to Contractors by the U.S. Treasury. The Compact and its related documents can be found on the MCC website (www.mcc.gov).
3. The Request for Offers (RFO) is open to all eligible entities (“Bidders”) as defined in MCC’s Procurement and Policy Guidelines (PPG). The procurement will be conducted using the Quality and Cost-Based Selection (“QCBS”) procedure, in accordance with the PPG, and is open to all eligible Bidders.

5. A Pre-Bid Conference will take place at 3:00 p.m. Mozambique time on April 23, 2026, via an online event specified in DS ITO 1.3.

Late bids will be rejected.
