Civil society organisations (CSOs) demanded greater transparency, citizen participation and social inclusion in the management of the newly created Mozambique Sovereign Fund (SWF) on Wednesday (14), to ensure efficient administration and promote the country’s development.
The appeal was made in Maputo during a meeting to reflect on the role of civil society in monitoring the FSM, organised by the Civil Society Support Mechanism Foundation and other partner organisations.
Teresinha da Silva, representative of the foundation, stressed that the realisation of the Sovereign Fund’s economic potential depends on the existence of clear accountability mechanisms and effective citizen participation. ‘Without transparency and the involvement of society, we risk repeating cycles of mismanagement and worsening inequalities,’ she warned.
On behalf of the FSM Supervisory Committee, Benilde Nhalivilo assured that the institution is committed to ensuring the correct application of the funds. ‘We are all learning from this process.
The current debate, which involves the distribution of 60% to the State Budget and 40% to the Fund, demonstrates the interest in ensuring that resources are used appropriately,’ he said, stressing that more conclusive information on the implementation of the funds will be released soon.
For her part, social activist Fátima Mimbire questioned the need for an Investment Advisory Council within the structure of the SMF. For Mimbire, the Fund’s own investment policy already clearly defines the priority areas for the application of resources, making the creation of another advisory body redundant.
Created in 2024, the Mozambique Sovereign Fund aims to manage financial resources from natural gas exploration with the goal of promoting economic stability and driving sustainable development. It began operating in April 2025 with the approval of regulations governing its operation.
Mozambican civil society promises to continue to closely monitor the management of the FSM, reinforcing pressure for transparency, accountability and social inclusion to be unquestionable pillars in the administration of the country’s resources.
