Mozambique’s government approved on Tuesday, 14 July, the creation of the Empresa Nacional de Aquisições de Produtos Petrolíferos (ENAPP), a state-owned enterprise that will assume exclusive responsibility for the procurement and supply management of fuel in the domestic market, according to the Lusa news agency.
“With the creation of this company, the government and the state are transitioning to a new model, abandoning the current one that has been in use for 30 years and was already in need of improvement,” said Council of Ministers spokesperson Inocêncio Impissa at the conclusion of the cabinet meeting held in Maputo.
According to the government official, the new entity will hold its own legal personality with administrative, financial and asset autonomy, operate at a national level, and be headquartered in the city of Maputo. It will be exclusively responsible for providing agency services and for the intermediation and integrated management of the national procurement process for petroleum products destined for the domestic market.
“This includes programming, contracting, coordinating and monitoring fuel supply operations, which until now involved private operators through Imopetro. The state will thus take control of the entire chain through to the delivery of fuel in the national market — a lesson learned from the widespread supply failures across the country in April and May, which resulted from the conflict in the Middle East,” Impissa said.
The government spokesperson noted that “this crisis made us understand certain things. The creation of the company represents a profound change in the model currently used by the country in fuel procurement.”
Impissa underscored that the shift is intended to give the state greater control over the fuel import and supply chain, which is considered strategic to the functioning of the national economy.
According to the government, the new model is expected to improve supply efficiency and strengthen the country’s capacity to respond to emergency situations, enabling the adoption of solutions that safeguard the public interest and ensure continuity of fuel and other petroleum product supply.
Impissa also stated that the new company should promote the participation of already-licensed operators who are awaiting the commencement of their activities, while also contributing to job creation.
The decision comes as the country seeks to reinforce fuel supply security following the disruptions recorded in recent months across several regions, which were characterised by supply difficulties and a shortage of foreign exchange for imports — a period that also saw the government raise diesel prices by 45% and petrol prices by 12% on 7 May.
