ENH and Baker Hughes Create Joint Entity to Support Drilling and Exploration in Mozambique

The National Hydrocarbons Company (ENH) and Baker Hughes, a US multinational specializing in technology and services for the oil and gas sector, signed a memorandum of understanding in Florence, Italy, to create a joint entity to provide technical support for drilling and exploration in Mozambique. The new company will be 51% Mozambican-owned and 49% foreign-owned.

According to the memorandum, ENH Exploration, a wholly-owned subsidiary of ENH Serviços, will hold a 51% stake, while Baker Hughes will hold 49%. The shareholder structure was defined to ensure a long-term partnership, aligned with the life cycle of liquefied natural gas (LNG) projects in the country.

The future entity will compete to provide specialized services in the hydrocarbons sector. Planned activities include well construction, completion, and intervention, pressure pumping, and wireline services (performed inside an oil or gas well using a long cable). The scope also includes artificial lift systems, industrial chemical supply, and pressure control systems, both subsea and surface.

With this partnership, the two companies aim to provide technical support for LNG projects while strengthening local content. The agreement provides for the training of Mozambican professionals and greater national participation in the energy value chain.

The president of ENH Exploration, Mónica Juvane, considered the initiative a milestone for the country, highlighting its contribution to the development of national skills and the generation of foreign currency revenues. According to Mónica Juvane, similar models have already been adopted by national energy companies in countries such as Angola, Brazil, and Nigeria.

She also framed the memorandum within the strategy of strengthening the role of public companies in the hydrocarbons sector. The initiative is also in line with the government’s strategy to develop a skilled workforce and ensure that a significant portion of the financial resources generated by large projects remains in the national economy.

Currently, 12 Mozambican professionals are receiving specialized training in Dubai, United Arab Emirates. At a later stage, they will join on-the-job training programs at Baker Hughes operations.

The memorandum was signed on the sidelines of the Baker Hughes 2026 Annual Meeting, held in Florence from January 27 to 30, under the theme “The Energy Equation.” The event brought together more than 2,500 experts, policymakers, and business leaders.

The partnership comes at a time when Mozambique is implementing its 2024-34 Strategic Plan and preparing for LNG expansion, with projects such as Coral Sul, LNG Mozambique (Golfinho-Atum), and LNG Rovuma. In this context, an increase in demand for specialized services and qualified national staff is expected.
