Mozambique’s Finance Minister, Carla Louveira, presented the country’s energy investment potential on Wednesday, 5 August, in Dar es Salaam, Tanzania, at the InfraForum for Africa 2026 and the Africa50 General Shareholders Assembly, with the aim of attracting new investment into infrastructure expansion, energy matrix diversification, and the achievement of universal electricity access by 2030.
Louveira addressed the forum on behalf of President Daniel Chapo, at a gathering that brought together African leaders, financial institutions, and investors to mobilise resources for the development of strategic infrastructure across the continent.
During the meeting, the minister highlighted Mozambique’s potential in the natural gas, renewable energy, and critical minerals sectors, arguing that these resources position the country to attract investment and accelerate its energy transition.
“We have made our information available to this platform so that more investments can be channelled into Mozambique,” she said, underscoring the role of Africa50 in connecting national projects with investors.
Louveira reiterated the government’s commitment to ensuring universal electricity access by 2030, covering approximately 33 million Mozambicans, through grid expansion and energy matrix diversification.
According to the minister, Mozambique is also scaling up the use of natural gas for domestic and vehicular purposes, while simultaneously promoting the adoption of electric vehicles — a strategy aimed at strengthening energy security and driving sustainable development.
Louveira further argued that African countries must identify new sources of financing to address the constraints imposed by shrinking fiscal space for infrastructure investment.
“We are exchanging experiences with a view to achieving the common objective of African countries, which is to find new forms of financing to respond to the challenge of reduced fiscal space for infrastructure investment,” she said.
The minister added that Africa50 brings together governments, banks, financing agencies, multilateral institutions, and private investors, functioning as a mobilisation platform for structuring investment in flagship projects.
The forum was inaugurated by Tanzania’s President, Samia Suluhu Hassan, and was attended by senior African figures including Kenya’s Deputy President Kithure Kindiki, African Development Bank President Sidi Ould Tah, and representatives of financial institutions and development partners from across the continent.
