Climate Events Cost EDM $76M in Infrastructure Losses Since 2022

Extreme climate events have inflicted an estimated $76 million in losses on Electricidade de Moçambique (EDM) between 2022 and 2026, damaging generation, transmission, and distribution infrastructure across the country.

The figures were presented by EDM's Director of Electrification and Projects, Sílvio Nurmahomed, at a seminar on climate change challenges in the electricity sector, held as part of the 61st edition of the Feira Internacional de Maputo (FACIM 2026) in Ricatla, Marracuene district, according to the Mozambique Information Agency (AIM).

Flooding that struck the southern region of the country in 2026 alone caused an estimated $9.29 million in damage to the utility. Nurmahomed noted that despite investments in clean and renewable energy sources — including solar power plants — climate events continue to pose significant risks to transmission lines, substations, and distribution networks.

EDM has identified a number of infrastructure assets deemed to be at high risk, including 11 transmission towers in the northern region, eight in the centre, and 27 in the south. On the distribution network, the utility has also flagged 256 kilometres of medium-voltage lines as critical in the north, 363 kilometres in the centre, and 266 kilometres in the south.

To reduce network vulnerability, EDM has established a dedicated climate risk and disaster management unit, tasked with coordinating mitigation, adaptation, and infrastructure resilience measures.

The utility estimates that approximately $103 million will be required by 2028 to strengthen distribution and transmission networks, substations, and the capacity to respond following extreme weather events. Of that total, around $39 million would be needed in the first year of implementation.

EDM has identified limited financial resources as one of the primary constraints to scaling up adaptation and protection measures for the national electricity grid.
