Canadian company JCM Power has been selected to develop a 30-megawatt (MW) solar photovoltaic plant in Manje, Tete province, under Mozambique’s Renewable Energy Auction Promotion Programme, known as Proler.
The award marks the company’s official entry into the Mozambican market and forms part of the government’s broader strategy to mobilise private investment in order to expand national renewable energy generation capacity.
According to information released by JCM Power, the Manje project is expected to strengthen clean energy production and support the country’s objectives of expanding access to reliable, affordable, and sustainable electricity. “The Manje project opens a new chapter for JCM Power in Africa, securing the company’s entry into Mozambique through the Proler programme,” the company stated.
The company is expected to work in coordination with the government, Electricidade de Moçambique (EDM), and other national partners in implementing the project. The plant was awarded through Proler, a programme supported by the European Commission and the French Development Agency (AFD), which was established to promote private sector participation in the development of renewable energy infrastructure. The programme envisages the installation of approximately 120 MW of renewable capacity through competitive tenders, with the objective of increasing electricity supply and diversifying the country’s generation sources.
The process for the Manje plant dates back to 2022, when Mozambican authorities launched a pre-qualification process for private investors to develop two solar projects — one in Tete and another in Chimbunila, in Niassa province — both with a planned capacity of 30 MW. Under the terms of the tender, selected investors are responsible for financing, designing, constructing, operating, and maintaining the infrastructure.
Founded in Canada, JCM Power develops, finances, and operates renewable energy projects in emerging markets. In Southern Africa, the company participated in the development of the 60 MW Salima solar plant in Malawi and the 20 MW Golomoti solar plant, which is complemented by an energy storage system.
The company’s entry into Mozambique comes during a period of heightened investment in the renewable energy sector. In June, the Ministry of Mineral Resources and Energy launched a tender for the installation of a 30 MW solar plant in Dondo district, Sofala province, as part of the resumption of the Proler programme. Also in Sofala, the 45 MW Nhamatanda Solar Plant is being prepared by EDM in partnership with private company VBC.
The projects are aligned with the national strategy for expanding electricity access at a time when the country’s electrification rate stands at 66.4%. According to EDM, at least 420,000 new grid connections are planned by the end of 2026, with the potential to benefit approximately two million people.
