Judges to Receive Training on Capital Markets and Financial Crime Prevention

Judges in Mozambique will begin receiving specialized training in capital markets, securities, and financial crime prevention, under a partnership between the Mozambique Stock Exchange (BVM) and the Mozambican Judges Association (AMJ), formalized on Thursday, October 30, in Maputo.

“We believe that by contributing in this way, we are also helping our country become free of corruption — a nation where good practices form the foundation of everyone’s conduct,” said BVM President Pedro Cossa after signing the memorandum of understanding.

Cossa explained that the BVM has already been collaborating with Mozambican magistrates in several areas, and that this new agreement aims to strengthen technical expertise and improve judicial effectiveness, particularly in cases related to securities and financial crimes. “Implementing joint training programs with members of the judiciary is crucial for reinforcing institutional capacity,” he stated.

He further emphasized that crimes such as corruption, money laundering, and terrorism financing require the judicial system to be equipped with modern tools and in-depth technical knowledge to ensure fair and informed rulings. “We want judges to make decisions based on solid legal grounds, without harming those who may be innocent,” he noted, adding that non-compliance with legal standards by some companies remains a challenge.

For his part, AMJ President Esmeraldo Matavele said that the partnership with the BVM marks a new phase in the relationship between the judiciary and Mozambique’s financial system, stressing that the agreement “strengthens public trust, transparency, and integrity within the national financial system.”

“This represents a concrete commitment to the ongoing professional development of the judiciary, ensuring that the national justice system responds promptly and rigorously to the challenges of a growing economy and a rapidly evolving financial world,” Matavele added, underlining that bridging legal expertise with economic dynamics is essential for the country’s development.

“May this memorandum mark the beginning of a long-lasting and productive cooperation — one capable of generating knowledge, training judges, preventing disputes, and strengthening the democratic state in Mozambique,” the AMJ president concluded.

During the event, Supreme Court Justice Felicidade Machatine urged the AMJ to continue investing in the training of magistrates, highlighting the importance of promoting good practices and rigor in the application of the law within the financial sector.
