EMOSE Reports 55% Surge in Insurance Claims Amid Post-Election Crisis

Mozambique’s state-owned insurer, Empresa Moçambicana de Seguros (EMOSE), recorded a 55.3% increase in insurance claims in 2025, with total claims rising to €16.8 million, compared with the previous year. The company attributes part of this deterioration to the effects of the post-electoral crisis and extreme weather events, according to its annual report and accounts.

According to the document, claims costs climbed from 800.7 million meticais (€10.8 million) in 2024 to 1.3 billion meticais (€16.8 million) in 2025. EMOSE states that this development resulted primarily from the impact of events that marked the country throughout the period.

‘The behaviour of claims in 2025 was influenced above all by the effects of the post-electoral crisis and climate phenomena,’ the company’s management stated. EMOSE held the third-largest market share among insurers operating in Mozambique last year.

The surge in claims weighed on the insurer’s technical performance, with the loss ratio rising from 31.7% to 38.9% in 2025. Over the same period, the technical result swung from a positive balance of 114.5 million meticais (€1.6 million) in 2024 to a negative result of 67.8 million meticais (€918,000).

The sharpest increases in claims were recorded in the fire and natural elements lines, as well as in transport and general civil liability, according to the company’s accounts.

EMOSE’s management described the 2025 financial year as unfolding in an ‘extremely complex context for the Mozambican economy,’ shaped by the effects of post-election tensions, heightened fiscal risks, constraints on budget execution, and the heavy burden of public debt.

General elections held on 9 October 2024 were followed by five months of contestation of the electoral process, marked by protests, strikes, the destruction and looting of businesses and public infrastructure, and clashes with police that left more than 400 people dead.

Despite this environment, EMOSE grew gross written premiums by 42.8% to 3.4 billion meticais (€46.8 million), expanding its market share from 10% to 13%. Management said the company demonstrated ‘remarkable capacity for adaptation and resilience,’ maintaining a focus on ‘operational efficiency and rigorous risk management.’

Founded in 1977, EMOSE operates in both life and non-life insurance segments and has a share capital of 295 million meticais (€4 million), held by the Mozambican state (39%), the Instituto de Gestão das Participações do Estado (31%), GETCOOP (20%), and other shareholders (10%).
