The World Bank is financing the expansion of broadband in rural areas of Mozambique under the Mozambique Digital Acceleration Project (MDAP), through which Mozambican authorities have launched a call for proposals to strengthen digital inclusion and connectivity in the country.
The request for proposals was issued by the Ministry of Communications and Digital Transformation and is part of the Government’s efforts to accelerate digital transformation, particularly in the most underserved rural communities, where access to basic telecommunications services remains limited.
According to the institution’s official notice, the country has secured funding from the International Development Association (IDA), an arm of the World Bank that supports low-income countries, under Loan/Grant No. IDA-71820-MZ, with part of these resources allocated to investments in broadband services.
The procurement process invites qualified companies to submit sealed proposals for the provision of non-consulting services, namely technical implementation services, organized into three geographic lots, with the aim of significantly expanding broadband coverage.
The first lot covers the southern and central regions, with a total of 95 localities; the second also focuses on the central region, covering 101 localities; while the third lot covers the northern region of the country, benefiting 105 localities. The bidding will be conducted through an international competitive process known as a “Request for Proposals,” as provided for in the World Bank Procurement Regulations for IPF Borrowers (i.e., countries and institutions receiving financing for investment projects), September 2023 edition, and is open to all eligible bidders.
Proposals will be evaluated using a weighted system, in which technical criteria—such as the quality of the proposed solution—will account for 60% of the score, while the financial cost of the proposal will represent 40% of the final score.
Proposals must be submitted in hard copy by 10:00 a.m. on 25 February 2026 and must include a bid security declaration. The entire process will be managed by the procurement unit of the Ministry of Transport and Logistics, on behalf of the Ministry of Communications and Digital Transformation.
