INCM: “Telecommunications Operators Must Be Equipped with Emergency Communications Systems”

Mozambique’s National Communications Institute (INCM) wants operators in the sector to ensure “minimum communications services” in the event of an emergency, namely to guarantee government communications.

An INCM resolution of 23 October, to which Lusa had access this Tuesday (7), defines that “telecommunications operators must be equipped with emergency communications systems that ensure minimum services in fortuitous cases or force majeure, in the south, centre and north, to ensure government communications in emergencies”.

In the resolution, the INCM recognises the “need to avoid the total unavailability of the network in emergency situations, fortuitous events or cases of force majeure that could hinder the government’s action in managing extreme events”, in order to “ensure minimum communications in the provincial capitals”.

As such, the regulator defines that emergency communications systems “must be equipped with alternative power supplies”, a transmission system and mobile radio base stations, and that they “must be available for coordination actions to various entities to be indicated by the government authorities”.

“Telecommunications operators must ensure that a certain number of users, a list of which will be provided by the INCM, have privileged access to the network,” it also states.

To this end, the INCM stipulates that telecoms operators have 180 days to set up emergency communications.
