The Communications Regulatory Authority (INCM) has launched a public consultation process on the proposed Telecommunications and Scarce Resources Licensing Regulation, taking place from October 21 to 31.
The consultation is being conducted exclusively online, with reference documents and a contribution submission form available on the institution’s official website.
According to information published by the newspaper Notícias, the regulation under review sets out the principles and procedures for granting licenses in the telecommunications sector, as well as for the management of the radio spectrum and other scarce resources.
The proposal incorporates the principles of technological and service neutrality, aiming to align the regulatory framework with current convergence trends in the communications sector.
Among the main objectives of the revision is the modernization of the radio licensing regime, particularly by updating the legislation to reflect new forms of spectrum use, including broadcasting and satellite communications. The initiative also seeks to improve efficiency in frequency allocation and strengthen the regulatory framework governing access to and use of these strategic resources.
