Government Approves New Telecoms Rules to Expand Mobile Access in Remote Areas

The government took another step towards improving the economy by approving a series of strategic measures with a direct impact on the population on Tuesday 22 April. Among the highlights of the 13th Ordinary Session of the Council of Ministers was the approval of the new legal regime for national telecoms roaming, which aims to expand access to mobile telephony in remote areas and areas outside the operators’ usual coverage.

According to the newspaper O País, the measure represents a step forward for digital inclusion, by allowing citizens in more remote regions to benefit from communication services, regardless of the operator. The regulation also promotes greater competition in the sector and facilitates the entry of new operators without their own infrastructure, encouraging an improvement in the quality of the services provided.

Along the same lines of expanding access, the Universal Access Service Fund regulation was also approved, replacing Decree 62/2017. The measure aims to strengthen investment in communications infrastructure in historically marginalised communities.

Progress in the 100 days of government plan

The Executive also presented a positive assessment of the first 100 days of government, revealing that 95 per cent of the 96 indicators established were fully met. Actions include the regularisation of pensions for combatants in Niassa province, the start of construction of 6,000 houses for young people in the capital, Maputo, and the strengthening of maritime transport with the launch of two new ships.

At the same time, the country is witnessing the materialisation of structuring projects, such as the launch of the future petrochemical city in Vilankulo, the approval of the Coral Norte project in the Rovuma basin and the inauguration of a modern sports complex in the Matutuine district.

As part of the celebration of the 50th anniversary of National Independence, the government announced the launch of the ‘Flame of National Unity’, a symbol of cohesion and hope that will be carried throughout the country.

Institutional changes and response to the crisis

The Council of Ministers made strategic appointments, most notably the appointment of Ambrósio Adolfo Sitoi and Paulo Zeca Ricardo to head the Mozambique Railway Institute and the Transport and Communications Development Fund respectively.

Despite these advances, the country continues to face serious challenges, such as the impacts of the 2024-2025 rainy and cyclonic season, which have already caused 313 deaths and affected more than 1.8 million people. The Executive reaffirmed its commitment to assisting affected communities and rehabilitating destroyed infrastructure.

With regard to the strike in the health sector, which is affecting around 80% of health units, the government expressed its openness to dialogue with the professionals. ‘We are committed to finding balanced solutions that preserve citizens‘ right to health and value our workers,’ said the spokesman.

Still on the logistical challenges caused by the rains and the debates around tolls, including those managed by Revimo, the government assured that it is analysing measures that reconcile financial sustainability and social justice.
