INTIC Prepares National Strategy for Artificial Intelligence with UNESCO Support

The National Institute of Information and Communication Technologies (INTIC) is leading the development of the National Artificial Intelligence (AI) Strategy, with technical support from the United Nations Educational, Scientific and Cultural Organization (UNESCO). The initiative aims to ensure that Mozambique adopts an ethical, inclusive, and context-appropriate approach to the use of emerging technologies.

This information was provided by the Chairman of INTIC’s Board, Lourino Chemane, during his intervention at the 3rd edition of the BFSI Mozambique Conference, recently held in Maputo.

According to Chemane, the collaboration with UNESCO will allow the incorporation of international principles on ethics and human rights into the national AI policy, reinforcing trust in digital solutions. “The work has already begun with the involvement of a multi-sectoral and multidisciplinary committee, including representatives from the government, private sector, academia, and civil society. The idea is to ensure that all perspectives are reflected in the policy formulation process from the start, not only after its approval,” explained Chemane.

The Artificial Intelligence Strategy is part of a broader set of instruments that INTIC is developing within the framework of digital transformation, including policies on digital government, open data, cybersecurity, interoperability, and e-commerce. This technological agenda aligns with Mozambique’s commitments at the regional and international levels, including the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals.

Lourino Chemane also emphasized that, with a solid legal framework, the country will be able to create better conditions for the growth of small and medium enterprises, attract investment, and ensure that the digital transition is safe, inclusive, and oriented towards the common good.

The intervention took place within the scope of the 3rd edition of BFSI Mozambique – Banking, Financial Services, and Insurance, held in Maputo, a forum that brought together representatives from the government, private sector, regulators, financial institutions, insurers, fintechs, and international partners, aiming to discuss the challenges and opportunities of digital transformation, public service modernization, and the development of the country’s digital economy.
