Mozambique's National Institute of Information and Communication Technologies (INTIC) is preparing new legal instruments to strengthen the protection of creative works and their authors in the digital environment, in response to challenges posed by the growing use of artificial intelligence (AI).
The information was disclosed by INTIC's Board Chairman, Lourino Alberto Chemane, during a roundtable held in Maputo as part of the National and Inclusive Political Dialogue.
Chemane revealed that the country does not yet have specific legislation governing artificial intelligence, and explained that measures are being examined to address issues related to copyright, the use of digital content, and the liability of technology operators. 'We are planning, for next year, a proposal for the Online Copyright Protection Act,' he said, adding that Mozambique also needs a dedicated legal framework for artificial intelligence.
The INTIC chairman highlighted among the key challenges the question of authorship over works created with the assistance of AI, and the use of artists' content to train algorithms. 'Who is the author when artificial intelligence participates in the creation of the work?' Chemane asked, also calling for clear rules on corporate liability when protected works are used to train AI models.
According to the official, the country also intends to establish mechanisms for authorisation, remuneration, and the protection of national content used on digital platforms and in artificial intelligence systems.
Chemane further argued that artists and other cultural stakeholders should participate directly in shaping the rules that will govern the use of artificial intelligence in Mozambique, in order to safeguard creators' rights and the country's cultural identity.
The process forms part of the preparation of the National Artificial Intelligence Strategy, which is being developed with support from UNESCO and is expected to guide the responsible adoption and governance of the technology in Mozambique.
