The President of the Republic, Daniel Chapo, on Wednesday, July 30, urged district administrators to embrace innovation as a key tool to overcome the challenges of local development and called for greater sensitivity toward the “suffering of the populations” living in the country’s 154 administrative subdivisions, according to Lusa news agency.
“The district cannot merely be a receiver of orders. It must be a hub of local leadership, a space for innovation, a territory for strategic planning, and a center for public decisions informed by the needs and potential of local communities,” declared the Head of State in his opening speech at the 9th National Meeting of District Administrators, held in Inhambane Province.
Daniel Chapo urged administrators to plan based on concrete data, mobilize local resources, and establish partnerships with the private sector—both national and international—as well as with civil society, community and religious leaders, and other relevant social actors. “Each administrator present here must have a single goal: to improve the living conditions of the district’s population. They must also improve district indicators in agriculture, industry, health, education, infrastructure, and tourism,” he stated.
The President also called for the promotion of local value chains, with a focus on developing agribusiness, fishing, tourism, mineral processing, and vocational training. He advocated for leveraging each district’s historical, cultural, and sporting potential as a means of attracting investment and tourism. According to Daniel Chapo, “administrators must design programs aimed at attracting and retaining young people with training and talent, who can drive the use of local potential and contribute to the economic and social development of the districts.”
For the President, district transformation must be grounded in good governance, which is only possible through local leadership that is “strong, transparent, of integrity, and results-oriented.” “A leadership that plans, implements, evaluates, and consistently exceeds good outcomes,” he emphasized.
