Huawei is planning to expand its HarmonyOS operating system to international markets following the consolidation of its position in China, with the company intending to launch pilot programmes in a number of countries as an initial step towards broader global deployment.
The announcement was made by Xu Zhijun, Vice-Chairman and Rotating Chairman of Huawei, at the 2026 HarmonyOS Ecosystem Conference. Xu stated that the company is actively evaluating an expansion of HarmonyOS into additional markets, though he did not identify which countries would be selected for the initial testing phase.
The development of a proprietary operating system became a strategic priority for Huawei after the company was placed on the United States commercial restrictions list in May 2019. The measure significantly curtailed the Chinese technology group’s access to Google services, including tools and applications that form part of the Android ecosystem.
In response to those restrictions, Huawei accelerated the development of HarmonyOS alongside its own app store. The objective extended beyond creating an Android alternative to building a fully integrated ecosystem capable of connecting a range of the company’s devices, including smartphones, tablets, smartwatches, and other hardware.
Within China, HarmonyOS has already achieved a significant presence across Huawei’s device portfolio. The planned international expansion represents a further step in the company’s broader strategy to reduce dependence on foreign technology platforms and increase adoption of its operating system outside the Chinese market.
Entering new markets is nonetheless expected to present considerable challenges for Huawei, particularly with regard to attracting users and developing a sufficiently competitive app ecosystem. The availability of popular applications and compatibility with internationally used services are likely to be critical factors in driving adoption of the platform.
Huawei has not yet disclosed which countries will be included in the initial pilot programmes, nor has it provided a detailed timeline for the international rollout. The company may release further information on its HarmonyOS global strategy in the coming months.
