Government Launches Strategic Framework for the National Innovation System

The Government of Mozambique launched, this Thursday (13), in Maputo, the Project for the Development of the Guiding Framework and Roadmap for the National Innovation System (NIS), an initiative aimed at consolidating science, technology and innovation as central pillars of the country’s economic and social development.

According to the Mozambique Information Agency (AIM), the launch ceremony was chaired by the permanent secretary of the Ministry of Education and Culture, Ndiça Massinga, representing the Minister, and reaffirmed the Government’s commitment to driving an economy based on knowledge, creativity and the application of technological solutions suited to the national context.

“This is a decisive step in the implementation of the Science, Technology and Innovation Policy,” Massinga stressed, recalling that the project was approved by the Council of Ministers and is intended to guide the coordination, monitoring and evaluation of public innovation policies.

According to the official, the new framework will function as a compass to promote synergies among public institutions, universities, research centres, incubators and the productive sector, with a focus on the inclusion of youth and women. The goal is to establish sustainable governance and funding mechanisms for innovation, based on scientific evidence and adapted to national realities.

Massinga also highlighted the role of emerging technologies — such as artificial intelligence, robotics and ICTs — in strengthening national competitiveness, stressing that innovation is today “an essential engine of economic growth and opportunity creation.” The initiative is supported by the Climate Technology Centre and Network, under the Technology Mechanism of the United Nations Framework Convention on Climate Change, and also seeks to strengthen national capacity to respond to climate change through innovative and sustainable solutions.

The event brought together representatives from the Government, academia, research centres, the private sector and cooperation partners, marking the beginning of a participatory and inclusive process to build a robust National Innovation System aligned with the country’s development challenges.
