Mozambique issued on Monday, 8 June, the first 19 licences to digital operators, out of around 170 companies registered and undergoing assessment. The measure aims to strengthen cybersecurity and improve regulation of the country’s technology ecosystem.
“Digital transformation is one of the main drivers of economic growth, innovation and social inclusion. However, its success depends on the existence of a legal and institutional framework capable of ensuring the protection of citizens, the credibility of digital services and the accountability of its stakeholders,” said Nilsa Miquidade.
According to a statement from the Ministry, the issuance of these licences to electronic service intermediaries and digital platform operators represents an important milestone in strengthening trust, security and transparency in Mozambique’s digital environment.
The statement also notes that the initiative marks a new stage in the regulation of the digital economy and results from the implementation of the Electronic Transactions Law, as well as regulations defining registration, supervision and licensing mechanisms for operators in the digital space.
“The process aims not only to strengthen cybersecurity, but also to create conditions for fairer and more organised competition among the different players in the digital economy,” the Ministry said.
National Institute of Information and Communication Technologies President Lourino Chemane explained that, out of approximately 170 entities registered in the institution’s system, only 19 have so far met the requirements to obtain a licence.
He added that the technical and documentary assessment of the remaining companies is still ongoing and said the process will be extended to new categories of operators, including data centres and cloud computing platforms.
“Our goal is for regulation to serve as an incentive for formalisation and investment, not as a barrier to business activity,” he concluded.
