The Governor of the Bank of Mozambique, Rogério Zandamela, called on Friday (15) in Maputo for strict compliance with cybersecurity standards, fraud prevention, and anti-money laundering measures, arguing that financial innovation in the country must be based on trust and the stability of the national financial system.
Zandamela was speaking during the launch ceremony for the 7th edition of the Bank of Mozambique’s Regulatory Sandbox, an initiative that brings together fintechs, technology companies, and financial institutions to test innovative solutions in a controlled environment. “In the financial sector, trust is the most important asset,” stated the governor, addressing the fintechs participating in the new edition of the Regulatory Sandbox.
According to Rogério Zandamela, the growing digitization of the global financial system has brought new opportunities for the development of faster, more personalized, and more accessible services, but also new challenges related to digital security, data protection, and financial fraud.
“Integration into this ecosystem must be based on trust and financial stability. Therefore, it must be accompanied by strict compliance with anti-money laundering and counter-terrorist financing regulations, customer identification procedures, personal data protection, cybersecurity, and fraud prevention,” he stated.
The governor also noted that Mozambique has been making significant progress in modernizing its payment infrastructure and digitizing financial services, emphasizing that the country “is not on the sidelines of the digital financial transformation.”

During his speech, Zandamela cited the recent passage of the new National Payment System Law as a major milestone for strengthening the digital financial ecosystem by establishing clearer rules for licensing, interoperability, and access to national payment infrastructures.
He also noted that the Regulatory Sandbox has established itself as a strategic platform for promoting financial innovation in a secure manner, allowing the regulator to keep pace with technological developments and adapt the regulatory framework to new market demands.
On that occasion, the Bank of Mozambique reported that, in the 6th edition of the Regulatory Sandbox, six of the 11 participating fintechs successfully completed pilot tests in areas such as digital payments, financial services aggregation, and identification technologies.
The 7th edition brings together new technological proposals aligned with global trends in financial digitization, including solutions designed for people with visual impairments, as part of the regulator’s commitment to promoting broader and more accessible financial inclusion.
Among the fintechs and companies participating in the event are entities such as Fintech.MZ, Intelica, Hypertech, Elite Digital, Educ Invest, Edinte, Bluesting Consulting, and other organizations linked to the national financial innovation ecosystem.
Zandamela also left a message for the participating fintechs, encouraging them to innovate “with ambition, but also with prudence,” arguing that technological development must go hand in hand with responsibility and compliance with regulatory standards.
The ceremony took place at the Bank of Mozambique’s Regulatory Sandbox Building in Maputo, bringing together representatives from the financial sector, technology companies, fintechs, and national regulators.
