Single Wage Scale (TSU): Nyusi’s Salary Will Be Reduced by 20% – Government Guarantees

A week after the Government recommended the Multi-sectoral Technical Commission for Evaluation of the implementation process of the Single Wage Scale (TSU) to propose concrete measures, with a view to reducing salaries and perks of the “high” leaders of the nation, the Council of Ministers this week took it upon itself to move forward with the salary reform of the “chiefs”, even before the delivery of the concrete proposal by that working group.

According to the Vice-Minister of State Administration and Public Service, Inocêncio Impissa, the Government will reduce the base salary of the President of the Republic by 20%, from the current 331.516,00 Meticais to 265.212,80 Meticais, corresponding to a reduction of 66.303,20 Meticais.

The information was given last night in an interview to the Television of Mozambique (TVM), after the Council of Ministers had approved the TSU amounts, the new minimum salary for the civil service and the basic salaries for entry into the Public Administration.

In his explanation, Impissa explained that the reduction, whose date of entry into force is not yet public, aims to “create a greater approximation with the different salary groups in the civil service. He also said that, as the Head of State’s salary is the reference salary, the effects of this measure should be reflected on the remaining holders of sovereign bodies and public organs, whose salaries will also be revised downwards.

However, the governor didn’t explain if the downward revision of the salaries of the country’s top leaders will include the representation subsidies, which make their salaries the most astronomical of the State apparatus. For example, the Head of State currently earns 132.606,40 Meticais in representation allowance.

In the interview granted to TVM, in the space of the Telejornal, the spokesman of the Council of Ministers didn’t explain, equally, if the ongoing reform includes the revision of the benefits granted to the same political leaders.

“It is part of human nature to want more than what is good”.

In the interview of about 7 minutes, Impissa said that the decision taken yesterday by the Government “constitutes a crucial stage for the implementation of the salary reform in the State Apparatus”, because, the salary differences between the different careers have been reduced. He also said that it was a historic reform, because in recent years, the percentages of increase had been between 2 and 7 per cent.

Questioned if the decisions taken on Tuesday solved the problems of the civil servants, Impissa started by saying: “it is part of human nature to want more than what is good”.

For the ruler, the salaries approved yesterday by the Council of Ministers are reasonable, insofar as their payment depends on the level of productivity. However, he recognised that the TSU did not come to solve all the problems that afflict the professional classes, but to solve the salary unbalances.

According to Inocêncio Impissa, from now on the Government will review the professional qualifications, which may solve a good part of the problems that have been raised by different professional groups, especially doctors, teachers and judges.

It should be noted that this was the second ordinary session of the Council of Ministers in the year 2023, which had the TSU as the main item on the agenda. Yesterday’s session was discussed in the absence of the Head of Government, Filipe Nyusi, who was in the United Arab Emirates on a working visit.
