‘There Is no Money to Pay the 13th Month’s Salary,’ Says Maleiane

The government lacks the necessary funds to pay civil servants the 13th salary for 2024, Prime Minister Adriano Maleiane said on Monday 13 January, as quoted by Agência de Informação de Moçambique.

‘We don’t have the conditions. There are many unresolved issues, such as overtime. We can’t find the money to pay them,’ he said.

The official, who is also the Minister of Economy and Finance, emphasised: ‘We managed to pay the normal salary (December) and now we’re working so that there’s no shortage of salary in January.’

Adriano Maleiane explained that the 13th salary has always depended on the availability of funds. ‘We closed the accounts in December and realised that there was no availability,’ he reiterated, stressing: ’Honestly, there was a will (to pay), but the latest events meant that the budget had to be reprogrammed.’

It should be noted that he was speaking during the swearing-in ceremony on Monday 13 January of the 210 members of the Assembly of the Republic (AR), elected for the tenth legislature. However, two parties, Renamo and MDM, which together account for 36 deputies, boycotted the ceremony, as they had previously announced.

The session was led by Mozambican President Filipe Nyusi, who arrived at the RA at around 9.55am. During the ceremony, 210 MPs attended the investiture and were sworn in, pledging to defend the interests of the people in Parliament.

‘The figures show that 210 elected MPs are in this room, 171 from the Frelimo parliamentary group and 39 from Podemos. Thus, the regimental conditions for the investiture of the Mozambican President have been met,’ declared President Nyusi, after the RA secretariat had counted the presence of the parliamentarians.
