IPEME: “We Are Close to Completing a Database to Address the Lack of Transparency in Tenders”

Following recent criticism from Micro, Small and Medium Enterprises (MSMEs) about the lack of transparency in public tenders in the country, IPEME has reported that it is close to finalising the implementation of a new database aimed at improving the situation. The interview with Alfredo Cavele, a representative of IPEME, offers a detailed insight into the organisation’s initiatives and the expected impacts for MSMEs.

Alfredo Cavele emphasised that the new database is a direct response to the difficulties faced by MSMEs due to the lack of transparency and the bureaucratic processes of public tenders. ‘We are in the final stages of implementing the MSME database,’ he said. ‘This tool will allow companies to access real-time information on business opportunities, thus tackling the lack of transparency that has been a significant barrier.’

According to the MSME representative, one of the main challenges for MSMEs is the excessive requirements and bureaucracy associated with public tenders. ‘The requirements are often excessive and poorly adapted to the capabilities of small businesses. In addition, access to information about business opportunities is limited,’ he explained. ‘Our new database will simplify the process and provide the necessary information in an accessible way.’

Regarding legislation, Alfredo Cavele mentioned that the approval of the new SME law is a crucial measure. ‘The new law will create objective conditions that enhance the role of MSMEs in the national economy, representing 97.1 per cent of companies in Mozambique,’ he said. ‘As well as encouraging the formalisation of business, the law promotes a solid legal environment for the active participation of MSMEs in economic growth.’

With regard to immediate measures, Alfredo Cavele said that the new SME law, once approved, should bring significant benefits. ‘We expect an increase in job creation, wealth production, tax collection and greater economic sustainability with the implementation of the new law,’ he said.

“IPEME is also working to overcome the lack of information on public tenders through the new database.The database will provide reliable access to the international market and allow interoperability with different databases.This will facilitate communication and the visibility of opportunities for MSMEs”

Alfredo Cavele also addressed the issue of the lack of quality certification, which has been a barrier to MSME participation in major projects. ‘The lack of certification can prevent the formation of partnerships in larger projects. We are working to offer training to companies so that they can participate in tenders and larger-scale projects,’ he added.

On the impact of the pandemic and other recent crises, Alfredo Cavele recognised that these had had negative effects, such as unemployment and lack of livelihoods. ‘The lockdown and the crises have significantly affected MSMEs, but we are implementing measures to mitigate these impacts,’ he explained.

IPEME is also working to overcome the lack of information on public tenders through the new database. ‘The database will provide reliable access to the international market and allow interoperability with other and different databases,’ said Alfredo Cavele. ‘This will facilitate communication and the visibility of opportunities for MSMEs.’

Finally, the IPEME representative emphasised the government’s commitment to the new SME law. ‘The approval of the law aims to ensure greater protection and promotion of MSMEs, as well as their certification,’ he concluded.
