PESOE 2025: Revenue of Over $7M Expected from Casino Tax Payments

The budget proposal states that revenue of 500 million meticals (7.7 million US dollars) is expected this year from taxes paid by casinos, a target that represents an increase of over 29% compared to 2024.

The 2025 Economic and Social Plan and State Budget (PESOE), approved by members of parliament from the ruling Mozambique Liberation Front (Frelimo) and Podemos (the main opposition party), recalls that last year, revenues amounted to 387.7 million meticals (6 million US dollars), while in 2023, they totaled 370.3 million meticals (5.7 million US dollars).

Last year, the government had projected to collect nearly 1.2 billion meticals (18.6 million US dollars), but achieved only about one-third (31.4%) of that target, which was also missed in 2023.

Currently, five casino concessions operate in Mozambique, located in the cities of Maputo, Beira, Tete, Nampula, Matola, and Pemba. According to former President Filipe Nyusi, these establishments generated a total investment of 36 million US dollars last year.

Mozambican legislation requires concessionaires to pay a Special Gaming Tax, which ranges from 20% to 35% of gross revenue, depending on the duration of the concession. Additionally, a 50% Stamp Duty is levied on the value of casino entry tickets.

However, concessionaires benefit from tax exemptions on other taxes applied to profits from their activities, as well as on import duties for goods and equipment exclusively intended for gaming operations.

The proposed law for the 2025 Economic and Social Plan and State Budget is estimated at 512.7 billion meticals (7.9 billion US dollars). Among its key macroeconomic assumptions are a Gross Domestic Product growth of 2.9% and an average annual inflation rate of around 7%.

The outlook also points to revenues amounting to 385.8 billion meticals (5.9 billion US dollars). The PESOE is a document that outlines the main economic, social, and financial policy objectives of the State, as well as the projected revenues, actions, and resources required for its implementation.
