The Mozambican government is seeking a reform of the social security system to broaden coverage to millions of workers operating outside formal employment, grounded in the principles of integrity, trust, and sustainability, the Mozambique Information Agency reported on Monday, 14 July.
The challenge was set out by Minister of Labour, Gender and Social Action Ivete Alane during the opening of the national meeting of the National Social Security Institute (INSS), which is being held in Tete.
The minister advocated for the creation of simpler, more flexible enrolment and contribution models adapted to the irregular incomes of self-employed workers and those in the informal economy, including street vendors, small traders, fishers, smallholder farmers, artisans, and transport operators.
"We need simple, flexible, accessible solutions that are compatible with incomes that are often irregular," she said.
INSS Called to Strengthen Integrity and Coverage
Beyond pushing for expanded coverage, Ivete Alane demanded stronger governance, internal controls, transparency, and risk management, as well as measures to prevent and combat fraud, in order to reinforce the confidence of contributors and beneficiaries.
Among the priorities identified is a review of the Mandatory Social Security Regulations, including the creation of simplified mechanisms for the registration of domestic workers.
The minister also called for the implementation of recommendations from an actuarial study and the presentation of concrete solutions to extend coverage to self-employed workers and those in the informal sector.
Digital transformation, improvements in service delivery, and reinforced collection of contribution arrears are also among the priority areas.
The two-day INSS national meeting is reviewing the institution's performance in 2025 and the first half of 2026, as well as proposals for its activity plan and budget for 2027.
