Mozambique’s Administrative Court Strengthens Audit of Global Fund and Gavi Grants

Mozambique's Administrative Court (TA) is moving to strengthen oversight of Global Fund and Gavi investments in the country, with a focus on early risk identification — launching an auditor training programme in Maputo on Monday, 31 August.

"We hope that the work of these five days will allow us to deepen our understanding of key issues, refine methodologies and reflect on audit practices, with direct implications for the quality of our work. To our facilitators, we express our appreciation for their willingness to share their knowledge and experience," said Ana Maria Gemo Bié, president of the Administrative Court, at the opening of the International Capacity-Building Seminar on Programmatic Auditing of Global Fund and Gavi Grants.

Organised by the African Organisation of English-speaking Supreme Audit Institutions (AFROSAI-E), the seminar brings together auditors from the Administrative Court, technical staff from the Ministry of Health, and officials from the State Inspectorate-General. Its objective is to strengthen technical competencies for conducting programmatic audits. The seminar also seeks to promote methodologies that enable assessment of the performance, results and impact of programmes funded by the Global Fund and Gavi in Mozambique.

Ana Bié underscored the importance of the preventive dimension of oversight, advocating for proactive action in identifying and mitigating risks and reinforcing control mechanisms.

According to the court president, the auditor capacity-building initiative is one of several measures designed to bring the institution closer to meeting the commitments made under agreements signed with the Global Fund and Gavi.

"Oversight does not mean only verifying what has been done. It also means contributing to the timely identification of risks and to the strengthening of mechanisms that support an increasingly rigorous, transparent and effective public administration," she said.

Bié stressed that the preventive and pedagogical dimension of oversight is of particular relevance in the health sector, given the nature of the resources involved and the importance of the services they fund. The court president reiterated the TA's commitment to oversight guided by "rigour and transparency".

"We therefore renew our commitment to continuing to carry out our mission with independence, rigour and a sense of responsibility, in the interest of an ever more effective management of public resources allocated to the health sector," she added.

The initiative brings together institutions from across the Southern African Development Community (SADC) and seeks to strengthen good governance, transparency and accountability, contributing to better management of public resources directed at the health sector, according to AFROSAI-E representative Edmond Shoko.

"This week is a learning week for the members of this tribunal, and it is also a learning moment for the facilitators coming from all these different countries," Shoko said.
