EU-Africa: Government Presents Investment and Mobility Facilities at the Summit

Mozambique, on Wednesday (26), during the African Union-European Union (AU-EU) Summit, advocated for leveraging internal mobility facilities as a driver for attracting foreign investment and strengthening technical cooperation. The position was presented by the President of the Republic, Daniel Chapo, on the final day of the meeting, held under the theme “Shaping a Prosperous and Sustainable Future for Africa and Europe.”

According to the newspaper O País, in his speech, the Head of State emphasized that the country has favorable conditions for orderly migration and productive investment, particularly in areas such as technical and professional training, employability of youth and women, exchange of academic experiences, and strengthening institutional capacity.

“Talking about migration and mobility in Mozambique is looking at the opportunities we can create in various areas, such as employment, technical cooperation, capacity building, and investment. Our country simultaneously plays the roles of origin, transit, and destination of migratory flows, in a context where we also face internal displacements caused by factors such as terrorism, climate change, and regional integration,” he stated.

In his remarks, Daniel Chapo reiterated the country’s commitment to continue contributing to the fight against terrorism and other global challenges, stressing that the partnership between Africa and Europe must be strengthened in the face of phenomena such as violent extremism, the climate crisis, external debt pressure, and rising capital costs in international markets.

“This summit is a unique opportunity to deepen our cooperation in a world marked by new and complex challenges. We need a partnership that is not merely reactive but that promotes stability, investment, and opportunities for our peoples,” emphasized the President.

The Head of State took the opportunity to thank the European Union for its support to the country in combating terrorism in Cabo Delgado, particularly in training and capacity building for the Defense and Security Forces. He also expressed appreciation to the African Union for cooperation in the same field.

Throughout the summit, the Mozambican delegation promoted a set of strategic objectives, highlighting Mozambique as a reliable destination for European investment, particularly in the sectors of infrastructure, energy, manufacturing, and human development. The delegation also sought to project the country as an actor committed to peace, stability, and regional integration.

On the sidelines of the meeting, Daniel Chapo held bilateral meetings with several African and European leaders, including António Costa, President of the European Council, with whom he reviewed the state of Mozambique–EU cooperation, considered one of the strongest on the continent. The President also met with the President of Kenya, William Ruto; the Vice-President of the European Parliament, Younous Omarjee; the Prime Minister of Finland, Petteri Orpo; and the Deputy Prime Minister of Belgium, Maxime Prévot.

During these meetings, intentions to strengthen existing partnerships were reaffirmed, with emphasis on promoting direct investment, institutional capacity building, and continued support for stabilization and reconstruction actions in areas affected by terrorism.
