Enabel Provides $1.8M for Climate Finance and Energy Transition Projects

This Friday, December 13, the Belgian Development Agency (Enabel) invited the press and partners to a session to present the STEP Facility Operations and Procedures Manual, developed by the organisation in collaboration with the government.

On the occasion, the coordinator of Enabel’s climate finance group, Salomão Povane, presented the manual, announcing that an amount of around 116 million meticals (1.8 million dollars) is available for the implementation of projects to disseminate knowledge on topics related to the energy transition and climate change, over a three-year period (2024-2027).

‘This is a flexible instrument for the rapid mobilisation of resources for studies, consultancies, expertise and knowledge generation events. STEP is a flexible mechanism whose main objective is to generate knowledge. We have specific areas in which these projects can take place,’ explained Samuel Povane.

He explained that the amount is divided into two main areas: the first has to do with technical assistance and includes research studies, seminars and conferences, consultancies, training and capacity building; and the second is centred on pilot projects.

‘For the technical assistance area, we have close to 36.4 million meticals (577 thousand dollars), of which for each approved project we have a maximum of 3.3 million meticals (52.4 thousand dollars) to fund. Basically, the projects in this area include studies, research, seminars, consultancy, training and development,’ he said.

Samuel Povane said that for the pilot projects, there is an amount of 79.5 million meticals (1.25 million dollars) available, and for each one approved, the funding will be 13.2 million meticals (209.9 thousand dollars).

He explained that the technical assistance projects are set to last a maximum of three months. ‘The organisations that can benefit from this mechanism or funding are associations, national and government institutions, civil society, academia and the private but non-profit sector,’ he explained.

Regarding the participation of the private sector, the agency’s project manager, Vicente Matsinhe, explained: ‘With regard to this group, it’s important to note that we will be working with non-profit institutions, which includes associations and civil society organisations.’

The coordinator of Enabel’s climate finance group said that the agency had recently created a new cooperation programme, valid until 2028. ‘Valued at 1.65 billion meticals (26.2 million dollars), this project aims to support the government in the fight against climate change, specifically the transition to a climate resilient economy with less carbon dioxide, imposing aspects of energy transition.’

For her part, Anacleta Chiangua, representative of the Climate Finance Office at the Ministry of Economy and Finance (MEF), emphasised that the meeting was an opportunity to deepen the mechanisms that will guide the implementation of the projects that will be financed by Enabel in the country.
